This report makes an exhaustive description of the regulatory puzzle under which PMSCs operate in Afghanistan, while the challenges international community will face to regulate and control this industry are highlighted. The report concludes with key recommendations to improve the regulation of PMSCs in territorial states in order to meet human rights obligations and enhance respect to International Humanitarian Law.

The project, coordinated by NOVACT, is based on the cooperation of international and field researchers as well as Human Rights Organizations and experts gathering information on violations committed by PMSCs in their communities.

Our Work

By documenting human rights incidents involving PMSCs and their personnel and following-up legal processes related to these incidents, Shock Monitor aims to fulfil the deficit of information about how PMSC activities impact on human rights.
